Cause:
The specified value of the SHARED_SERVERS initialization parameter is incorrect.

ORA-00000 to ORA-00899 ,

    SHARED_SERVERS must be greater than or equal to 0 and less than or equal to the value of MAX_SHARED_SERVERS.
