Description:
ORA-00112 only created up to string (maximum specified) dispatchers

Cause:
An attempt was made to start more dispatchers than the maximum number specified by the system parameter MAX_DISPATCHERS.

    Increase the value of the MAX_DISPATCHERS initialization parameter as needed.
